Local Government
Public agencies often grapple with siloed data systems, limited internal capacity, and increasing pressure for accountability. Sowen supports municipalities in designing data-informed strategies, improving resident engagement, and strengthening interdepartmental collaboration for measurable results.
What We Do
We partner with city, state, and regional entities and equip local governments and their partners with data, insights, and strategic support to improve services, transparency, and community trust.
Private-Public-Partnerships
The city of Cambridge was spending large sums on international promotion, which was being delivered by three separate agencies operating in silos. Sowen quickly realized that to create an itinerary amenable to all, we needed to combine all three entities into a single, public-private partnership that harnessed the overlaps and eliminated inefficiencies and redundancies between teams and individuals.
Equitable Economic Growth
Invest Atlanta is the city’s main body promoting commercial development and economic viability. In 2019, the organization was struggling to monetize its key data asset, limiting the potential growth of the organization and handcuffing the organization’s future to public grants. Sowen developed a medium- a long-term strategy that balanced the agency’s mission, editorial, and membership needs with ambitious commercial goals.
Improving Local Economies
Nashville was struggling with economic support for small businesses, and a downward trend of private sector investment. Sowen worked with Nashville to grow the city’s industry clusters and encourage a new wave of economic development through innovation, workforce training, and collaboration. By using a data-driven approach and predictive analytics, Sowen helped create, launch, and measure a new Economic Development Strategy that will take the city into the new decade and beyond.
